In order to connect with another user, both you and that user will need to be verified.  Once you're both verified, there are a few ways to connect.  The user will see your pending connection request in their "dashboard":

1) On the homepage, click "connect" on the model you'd like to connect with

2) On the user's profile page, click "connect" at the top near their name

3) On the dashboard, click "pending connections" to view a list of "creators you may know" to connect that way
